Just to clarify, the OP is actually not trying to merge the two PNRs. What he really wants is for the first PNR (the one for which the two for one voucher was used) to be reopened and modified with the four return seats added to it at the 2-for-1 price. The second PNR could then be cancelled

Like others, however, I do not think that this will be done, precisely because one would need to recreate availability for 4 "new" seats and add them to the first PNR and then cancel PNR no2. In other words, you can't "transfer" booked seats across PNRs. So in answer to the OP, yes, I would personally say that you should give up on your attempts as I do not believe that they will be successful unless, as mentioned by others, RM is getting involved and accepts to play game which I certainly wouldn't bank on unless you are very high up in the pecking order of BA customers.
