No, LH acts as a travel-agent in this scenario. The verbiage is meaningless anyhow since 4U started selling ticketless-travel through GDSes (and thus through travel-agents) a while ago. The real differentiator is if you get a ticket-number for your flights (e.g. on 016- or 220-stock) or not, and booked on LH.com gets you a 220-Ticket - but I guess that is too hard to explain to a "normal" traveler.
