^You've hit the nail on the head.^

Personal item abuse is the far bigger problem. If everybody would only put their second item under the seat (as I always do) and wait until everyone has boarded before they put their coats/jackets into the overhead, there would be a lot more bin space and boarding would be quicker.

Ask yourself why UA isn't enforcing the "personal item under the seat" rule and you can sadly only draw one conclusion:
UA doesn't care about the pax, or the mythical goal of speeding-up boarding, it cares about revenue. Using the sizers aggressively will eventually net them lots of fees from the kettles. Elites won't be adversely affected, other than the extra delays inherent in forcing everyone to put their bag in a sizer before boarding.
