The third thing I noticed is that baggage delivery at US ports is quite reliably super slow. You wait an easy 20-30 minutes from docking to the bags to surface. The system has historically not been check-in-centric.

Yes they love to tag it but there is never any enforcement. In the rare occasion a GA gives you headache, stalling the queue and ruining their OTP will change minds rapidly.
