Fees are not forcing people to bring bags that should be checked as carry ons - people don't want to pay the fee, nor do they want the fee included because it raises the price of the ticket. They want top notch service and amenities while paying a no-frills price - doesn't work that way with airlines, or any other industry.

I was helping a friend buy a ticket on line on UA the other day and it said the first checked bag was $25. Which reinforces the question you just asked.
