The EU regulations stipulate that a refund of 75% of the cost of the ticket is due for a downgrade on a long-haul flight. Refund of what, for an award ticket, I am not so sure. But I suppose you could give them the option of either refunding 75% of the F fare, or 75% of your miles and 75% of the fuel surcharge.
