Scheduled flight times are not the same as actual flying time.

Schedule times are for departure ("out", or pushback) and arrival ("in", or parked on stand).

Flying times are takeoff ("off", or airborne time) to landing ("on").

"Off" is always later than "out", and "on" is always earlier than "in".

What Oxon Flyer was saying was that the actual time in the air has been 11:15 - in that case, if the scheduled duration for the flight is also 11:15, then the aircraft is bound to be behind schedule when it reaches the gate after landing and then taxiing to the terminal even if it had departed (pushed back) on time. So no contradiction there.
