Assuming you've done this, and it's clear that the non-priority bags are from your flight, send in a complaint. You have every right to expect that priority baggage handling is in fact prioritized. I did exactly that last night. The Carousel was not in use prior to my flight arriving (Atlanta to San Jose arriving at ~10:30) so there was no possibility that other bags were mixed - it was the only flight on the carousel. I lodged a complaint at the baggage claim office and sent in a complaint to Delta once I arrived t my hotel.
I am careful to not complain when there is the possibility that bags are mixed and I do not expect 100% of the bags on the baggage claim to be SP as I understand that you need to stack luggage logically and sometimes it is more expeditious to intermix bags to reduce total wait time at baggage claim. However I am witnessing a change where SP is being ignored quite often. I have even taken to filming the bags coming onto the carousel to validate my claims to Delta (so they cannot claim intermixed flights,...)
