First, double check that the 30-70 bags that come out first aren't from a different flight, as the same baggage carousels are used for multiple flights. Assuming you've done this, and it's clear that the non-priority bags are from your flight, send in a complaint. You have every right to expect that priority baggage handling is in fact prioritized. In your complaint, be specific as to the flight/date/airport.
