Op, I think you may or may not be confusing the term 'stopover'. If you are referring to the flight that flies HKG-NGO with a one hour stop in TPE, it is not a stopover, in fact it would count as one flight. However, if you are speaking about the technical definition of stopover, of course it would be two sectors since its two different flights on different days
