As mentioned earlier, this was far more likely to be a labor bottleneck than the lack of the part.
Labor bottleneck is a critical path for takeoff times which eventually beget government fines but the person waiting to install it was there for I believe 45 minutes waiting for the part before Mr. cheesy grin turned up with the part.
The bureaucracy and paperwork I'm sure played a part in all this.
Luckily I had no connection so it didn't really bother me but I was joking with the flight crew and they agreed it was absurd not to be carrying a spare holder for what it's worth. I'm not sure if only the old style 767's need this bracket and the newer planes use something different? I know the 777 had it's own large screen personal tablet In the time of the Apple Newton
