AY is very generous to their own silvers, fooling away lounge access, priority boarding and discounted fees. If they were to extend this to OW rubys, there really wouldn't be any point in having tiers.
Rather, there would be no points in Finnair Plus as opposed to other Oneworld loyalty programs, at least at the Ruby level
