Unless you want a stopover in YUL, rather than just a connection, you can absolutely book this online. Case in point - ran a search for YVR-IST going March 17, return March 31, and am given the option of booking YVR-YUL-IST with the first segment in Y, second in J on TK, in both directions.

They can only offer flights once the airlines have released their schedules for booking. However, I really don't think you need to panic about booking early, especially as you're travelling off-season. Heck, I booked my August TK flight in March.
One thing to consider, however: as of now (subject to change with the new schedule of course), the TK IST-YUL flights are on Tuesdays, Fridays and Sundays, so you will not find IST-YUL availability on November 8, 2015, which is a Saturday.
