The way I read it, one must be a Premier AND be the primary card holder of one the listed Chased MP cards. The way I read your post (bolded) I understood it to mean Premier or Chase MP card holder.

I'm an elite and am the primary card holder of an UA explorer card. I have booked many economy award tickets for family members who have no status. These reservations show as upgrade eligible and the upgrades come through fairly often.
