At Silver level it would only work if there were 3 new seats available in CW, then the MiL's revised booking could be cancelled and joined back into the main booking. But I guess most agents wouldn't want to do that (even if the system was flexible and user friendly, which it most certainly isn't). Golds could TCP as you suggest.
