After multiple calls with Citi CS
(now outsourced to China obviously from noting them being unfamiliar with HK at all)
I finally got the case settled with a fx match from Citi.

And I am now considering to have myself removed from Hertz Gold
just to avoid any further unauthorized rentals due to my card details being on file...
