The interesting hypothetical situation that I like to use to illustrate the dilemma facing airport screeners is the discovery of a human head in someone's carry-on bag. Should they just say, "Have a nice day"? Or do they need to take some action?

I can't imagine very many people would vote for the first choice even though carrying a human head is not a security threat!
