If an employees encounters a demand that smells like work, they will immediately and without hesitation resort to blame the customer for not knowing that there is a law or a century old nameless policy against the insane request the customer just uttered.
In SIN they are to scared to do something what is not in the books. They might get scolding from their superiors.

Sometimes the supervisor can make things happening (if he is in the mood).
Its refreshing that on some outposts that's a total different story. They still know who is the customer.
