No, I couldn't agree with you more. When a Hilton-family property does it, it's a fundamentally dishonest screw-the-visitors practice and something Hilton corporate ought to police. But this is a company that can't seem to require its runamuck franchise operators to do hardly anything (cf. HHonors promo opt-outs) so I doubt they'd be able to exert much leverage.
