It makes a lot of sense to me. Rolex will not want passengers booking a cheap flight purely to buy one of their watches on the cheap.

But what if you buy a fully flexible ticket to, say, New York, buy a Rolex and cancel? Will you be able to take the watch home? Will you have to pay VAT at customs?
