In General and EK specifically

For instance, there are fares which state things such as

          THE CHANGE FEE APPLIES PER FARE COMPONENT. WHEN
          MORE THAN ONE FARE COMPONENT IS CHANGED THE
          HIGHEST PENALTY OF ANY OF THE CHANGED FARE
          COMPONENTS WILL APPLY."THE CHANGE FEE APPLIES PER FARE COMPONENT."
I can have a fare where one direction has no change penalty and the other has one; when changing a flight on the direction where no change fee applies, no charge is applied - the rules of the other fare componant do not take precedence

There are fares sold on airlines which do have a rule stating that the most restrictive rule applies to whole itinerary, but this is not always the case

The only way to be sure is to read the rules

It wouldn't make sense to have such a restriction on routes where purchasing 2 singles would actually be a smidgen cheaper than buying a return anyway
