Errr...I don't think void is even an option since the charge has already been settled usually the same day or next business day.
There is nothing to dispute. Hertz might have caused the problem but OP is not "made whole" due to his credit card's fx transaction fees, not Hertz.

I disputed a credit from HP France and the credit card company refunded the difference. Same issue- charge and credit of same amount in FX.
It may or may not technically be called an error but the result is what matters.
And that's the bank paying out the difference in fx (not the merchant).
