Actually just thought something else, ok Hertz took payment and did not refund but sent a payment back, bank see as a seperate payment they dont see as a refund hence the original currency rate cant be provided. You could argue with Hertz that they have done the refund incorectly as they have posted the amount instead of refunding therefore using a different currency rate.
