The mass cancellations of RJ flights commonly occur at the most crowded airports where the FAA is facing weather-imposed reductions in capacity as measured by available aircraft movements per hour due to limited visibility (and thus perhaps the need to restrict close-runway operations). SLC isn't really capacity-constrained.

Colerc is right, though: all the on-time/high reliability bragging by DL refers to DL mainline ops.
