Based on personal experience staying near Namba station...
-Eat. There are restaurants around that stay open late.
-Game centers. Those don't seem to close until 11 but that's not everyone's cup of tea.
-Massage. Not that kind, the normal kind. I think I paid 2600 yen for an hour on my back somewhere a couple blocks from the First Cabin I stayed at. No language barrier for me because most of the employees spoke Chinese (did not expect this).
Of course, with the budget given, First Cabin is probably not what OP is looking for.
