VS is telling me that I can't go out of LHR and visit London during my 11 hour layover without (1) short-checking my bags to London (2) pick up the bags at LHR and (3) clear the customs.

Do you need to tell them you're leaving the airport? What would they do if you thru checked your bags but had an overnight at an airport hotel (LHR is not open 24 hrs so you can't stay airside). Maybe this is a VS rule as I've overnighted before with BA and it wasn't a problem thru checking.
