You're better off doing the drivein special from NY to FL, with Hertz or competitors, and flying back. Or if you really want the roundtrip, go with National or Avis.
I decided that it was easier to get a straight answer face-to-face, so I went down to the Hertz location. I asked for the manager and he was very friendly. He explained that "in the past" Hertz would only deny renter who had a few "excessive" mileage rentals. However, Hertz corporate now deny rentals to anyone who returned a vehicle with excessive vehicle on the "very next rental"(instead of giving you several chances). Basically, if I rent a car and put on "excessive" miles, as determined by their system, my name and DL#/DOB will be flagged. I will not be able to rent again for 180 days.

Will be asking my grandma to rent for me.... glad that she still has a valid DL at age 98. (although she rarely drives because she lives in midtown Manhattan)
