The thing is that the rules are not so simple. Most people would check what the entry requirements to a foreign country are and it would not occur to them that in addition they should check if they should disregard the signs posted by authorities at the arriving airport and look for a special exit.
I agree with you 100% that it is the responsibility of the traveller to be in the possession of proper documents but I would not go as far as to say that it is also the traveller's responsibility to be processed correctly. I have no way of knowing how UK border officers process arriving passengers (and the UK Government must not want to disclose such info either). If some passengers (even if they are a tiny minority) must clear immigration when arriving from Ireland there should be sings to that effect, but when all passengers are directed to follow the domestic arrivals route what are people supposed to do?

I am being pro-active and try to figure out what to do in what seems to be a unique situation. But I only do it because I travel a lot and it just seems counter-intuitive to me that I have a visa in my passport but that I shouldn't be processed when entering the UK even though the CTA does not operate as the Schengen zone, but I am sure most people would just follow the signs (as they should).

I wish they would post this info at airports, announce it on-board upon arrival or publish it on embassies' websites (which most people check for entry requirements)... It appears that people have to dig for this info (and it is not as easy to find), nor is it a uniform conclusion that some people must seek out an immigration officer to have their passport stamped. I asked this question on other forums and was assured that all passengers should follow domestic arrivals route unless instructed otherwise.
