I wasn't clear if corporate rates were by property/location or system-wide. From your answers it seems like this rate system can be very flexible for lots of different business sizes and needs.
they are both, if you're IBM and have the volume they do you can negotiate a system wide discount, if you're Billy Bob's VCR repair you most likely won't have the volume needed for a system wide discount but you might have enough for a discount at a specific hotel
