With respect, you are confusing what the requirements are for entry/transit and how they will be enforced/monitored. These are two separate issues.
Are you saying, then, that I should not be running around Heathrow looking for a border control officer but should rather follow the (domestic arrivals) route that the UK Government presumably wants me to take after arriving from DUB? It's just so weird to know that there should be a passport/visa check but there is none.
Yes. That's it. If you satisfy entry requirements follow the signs as appropriate.

I do see what you are saying, the lack of a formal check may seem odd, but if there was one, and you had a problem with status, surely it would be too late to do anything about it?
