All international arrives, except ones with pre-clearance arrive at concourse S, it is US policy that even if you are transferring that you clear customs and immigration upon first arrival into the US, so it would be impossible have your bags checked all the way through, you would have to reclaim at the first US port.
I guess my concern would have been not knowing what services are where, what were unidirectional paths/doors, etc. Eg. If I exited the secure area after handing over my forms to the customs official, is there security clearance at the S terminal or would I have to shuttle back to the main terminal to clear and then shuttle back to the S terminal?
The security we cleared again after picking up our luggage didn't seem to be accessible for (re-)entry into the secure area.
Not the same situation but the last time I used the S terminal, we were flying out of SEA and cleared at the main terminal first and then headed to the S gates.
