From the Passenger Air Tariff:
IATA clarification of YQ/YR usage on tickets YQ/YR are designated as AIRLINE OWN USE ONLY. This means that these codes have no basis in Resolutions other than to be used by a carrier for its own purposes as defined by that carrier.

ie. it makes up AP's and AC's Yearly Quaestuary.
