Funny, our daughter in law had the same problem in NY recently. Her first experience in work travel. Hailing a cab outside of JPM to get to the train station, 5 cabs refused because the trip was too short.
It can be wise to get fully into the cab before telling the destination to the driver. Also write down the cab number and company as well as copying information from the driver's taxi license (with photo), which is required to be displayed inside the cab in most jurisdictions.
