When travelling to SF, the agent did explicitly reminded me when he noted that I am a visitor, that driving to the Golden Gate Bridge would trigger the PlatePass, and putting on like $5/day throughout my rental on top of the actual toll.
Guess I met a kind-hearted guy that time and I should not take it for granted.
