That's sounds like classic CSR buck passing. Chase has many cards without the modern technology not just UA's. As does most USA credit card processors.
It is an expense to upgrade to the technology and re-issue the cards. It is also a major expense to upgrade PoS systems in the USA for the technology. The card issuers want the PoS updated before updating the cards.
The credit card processors also have a vested interest in NFC systems as an alternative. The non-USA market for USA issued cards is probably not a significant driver.
Whether or not UA has declined re-imbursing Chase for the expense does not remove Chase from being a responsible party.
