Tampa, like most Florida cities has no great public transportation options.
You could get to International Mall via one of the hotel shuttles.
There are a couple waterfront dining/bar places to hang out nearby. Hogans comes to mind. You could even rent Jet skis, kayaks, etc. even. Close cab ride.

Ybor City is interesting, in a touristy way. But you would need to cab/car/bus there.
SoHo - South of Howard has some interesting shops/restaurants but again, a bit away.
