DL allows FC tickets to be sold up to 30 minutes before departure, at least in some locations. I didn't get an upgrade in SEA about a year ago on the 6:30am flight because they sold the last seat just before 30 minutes. It was probably somebody buying it at the ticket counter outside security. The GA was nice enough to let me know personally.
