I don't think so. Based on his complaints, I wouldn't say he's in the US. He refers to major problems with PIN management and PIN usage which wouldn't be a major problem in the US since almost no retailers accept chip cards.
I thought issuer scripts along with some way to set it with IVR or website take care of PIN management no problem. If the card's online PIN preferring the cardholder can even use the new PIN right away.
