IT and marketing expenses are not exactly "no investments" (and they are key in the hospitality business, and are not affordable to local players with global customers).

Again, the GM has the ability to define and implement an operational action plan that secures financial /commercial figures, and makes sure quality standard are met. Not exactly what I should call a "full control". Major investments decisions are taken by the owner.
