The complaining probably is a cultural thing :-).

But you can get nearly everywhere in the city with what's offered, and normally in a decent amount of time. The constant renovations like they did at the central station and the new subway lines doesn't really help for the perception. But they hardly have a choice when they need to rebuild and keep operating at the same time.

And it's like you said, compared to what you find worldwide it's not the best, but above average. Something that cannot be said for the taxi's.
