Culturally, very few Dutch use cabs. This usually explains why they aren't readily apparent. (and why they are relatively expensive) With that being said, UBER is a great option in Amsterdam, and is often less expensive than a cab (especially now that uberPOP is often an option).
I don't feel it's a cultural thing at all, there simply is no need for most people to take a taxi. The public tranportation is very decent and most living in Amsterdam have a bicycle anyway :-).
Taxis are also expensive and service is often non-existent (or worse). Plus on most routes it's slow....
