I don't feel it's a cultural thing at all, there simply is no need for most people to take a taxi. The public tranportation is very decent and most living in Amsterdam have a bicycle anyway :-).

Taxis are also expensive and service is often non-existent (or worse). Plus on most routes it's slow....
