The aircraft should be a in a safe, sanitary manner for all passengers. What if a metal piece had been sticking out and cut the OP? While this isn't as dramatic as that, the passengers should expect a decent hygienic environment.
I guess I'm the odd one here since I make sure the seat is not pee-soaked or has no metal spikes waiting to impale me before I sit down.
But if you expect the airline to certify each seat is pee-free, who's job is that and how is that accomplished ?
