The drivers will be there more than 15 min after the scheduled arrival time as in most places there is no chance you can exit the plane, clear immigration, pick up bags and clear customs within 15 min.

The 15 min restriction is for pick-ups on the way to the airport but poorly worded on EKs website (as are other things related to CD - make yourself a cup of tea and try and translate the 3 pages of entitlement notes for Aus /NZ cars...)
