No it's not. On a PE flight of 24 seats, they have 12 of one option and 12 of another. They go from the front, but depending on the FA, they start from different sides. So it's not just as simple as sitting in row 12 (although that of course helps).

On domestic, no meal but I believe you can take something from the trolley for free.
