In reference to Cortina- the Dolomiti Super Ski pass option is available in Cortina and gives you access to a total of more than 1200 km of ski runs and 12 ski areas- I personally think it is one of the most interesting ski options in Europe. You don't necessarily need to base yourself in Cortina- that is your choice though- there are a lot of good resorts in the offer and normally February is excellent for ski season. Everything is on offer from beginner level to the most advanced runs used typically only by professionals. I certainly have never been bored.
Transportation options are available with the pass or you can drive- I would suggest leaving the driving to someone else and just using the public bus options which are very well organized and give you access throughout the areas.
