Hotwire Hotel Tax Question

Let's say you booked a room via Hotwire and it shows all taxes and recovery fees included. The Hotel in Europe charges a 6 Euro per person per night city tax can you dispute this since Hotwire lists all taxes and recovery fees? On the Hotwire booking confirmation there is no note of this fee but when you go to the hotel's website they mention this fee. We were charged this fee last year by the hotel.

I was wondering for our upcoming stay in Europe if they do charge this City Tax can we have it removed? When we booked Hotwire in the States all taxes were included.

It was also interesting to note that for our Rome Hotel Hotwire does not indicate breakfast is included but the hotel's webstie indicates breakfast is included for all rooms with no fee.
