There's a specific mention of Special Dividends winding down in early 2015 ("redeem your special dividends by...") so I'm guessing no.
All in all, these changes could be worse, but I think they are making a huge mistake by eliminating the 75k level -- particularly in combination with the increase in the segment requirement for EXP. That is going to hit a very specific, mostly Northeast-based group of flyers very hard -- and given the very strong competition in these markets, it's going to drive a lot of those folks away.
