I know how those passes work. But that's "getting upgraded from Y" not "buying J outright."

They are more than welcome to dish out for J, but each MP has their travel costs disclosed publicly every quarters, every year. If you don't live in a remote rural area, it can be hard to explain why you need to spend a lot of unnecessary money to travel.
