I do some consulting work for a government, and my travel for them is governed by their lowest cost travel policy EXCEPT WHERE BUSINESS IS CHEAPER!!!

On at least two occasions I have had to travel last minute and the discounted business ticket was cheaper than the only remaining "economy" seats, and yet I was clearly told that due to optics I had to travel in the more expensive "economy" seat.

One super anal accountant type told me that the rule was "no luxury travel" meant that they would not pay for an Airline Limousine from/to yyz only Airport Taxis because they did not want any expense receipts to say limousine.
