If your LGA flight is on time you should be at EWR by 4PM, 430pm if traffic is bad. Claiming your bag should not be a problem. Check it at the gate and pick up at LGA planeside. Public transport the hassle that it would be versus a car service would get you to EWR by 4PM. Are these two separate tickets?
